Artist should have free  support, such as grants, help from national lottery so that the artist can make a living. Artists should be able to exhibit their Art Free at any Major Art Gallery AS  the Pub

Artists should be able to exhibit their Art Free at any Major Art Gallery AS  the Public enjoys your work for Free. How else is an Artist able to make a living and enrich society.
